WASHINGTON — Rep. Al Green, D-Texas, isn't leaving Congress quietly. Months before his term ends, the 21-year House veteran filed a new resolution Monday accusing President Trump of "high crimes and misdemeanors," officially lodging H.Res. 1486 with the House.

The 27-page resolution centers on immigration enforcement, charging that Trump has run U.S. Immigration and Customs Enforcement and Customs and Border Protection as "unaccountable paramilitary police forces" that operate with impunity. It cites alleged violations of the First, Fourth and Fourteenth Amendments and names four people killed in agency encounters this year: Renee Good and Alex Pretti in January, and Lorenzo Salgado Araujo and Johan Sebastian Duran Guerrero in July.

"They are transgressing with anonymity and secrecy, assaulting people, committing and covering up unjustified killings of civilians," Green said of the two agencies.

It is not Green's first swing at Trump. He has filed impeachment articles against the president multiple times dating back to 2017, including three separate resolutions in 2025 alone — none of which advanced. The last time the full House weighed in, in 2025, it voted down a Democratic-led impeachment inquiry by a lopsided 344-79 margin, with most Democrats joining Republicans against it.

This filing lands at a pointed moment for Green. The Houston-area Democrat lost his May primary runoff to Rep. Christian Menefee, 68.6% to 31.1%, after Texas Republicans' mid-decade redistricting forced the two Democrats into the same seat. Green, first elected in 2004, will leave Congress when the new term begins in January — making this likely one of his final legislative acts.

Green isn't alone in pushing the issue. The advocacy group Free Speech for People, which has run an "Impeach Trump Again" campaign since Trump's second inauguration, says its petition has now collected more than 1.1 million signatures urging Congress to act — though that public pressure has yet to move Republican leadership, who control the House and have no plans to schedule a vote.

H.Res. 1486 now heads to the House Judiciary Committee, where similar measures have died without action in the past. With no Democratic leadership push behind it and Republicans firmly in control of the chamber, Green's measure faces the same long odds as his previous attempts. What it guarantees is a final, public marker of the fight he's waged against Trump for nearly a decade before he exits the Capitol for good.
